We can enable subscriptions on every blog no matter what theme its wearing.

On the bottom of your Admin page you will find a link to the Learn WordPress.com blogging Tutorial prepared by Staff. http://learn.wordpress.com/ The support documentation is all found at the Support link http://en.support.wordpress.com which is also on the bottom of your Admin page. I used the searchbox at the support link to find the answers to your questions.

If you mean something like Google Friend Connect, no, that does not exist here at WordPress.com.

The best you can do is insert a Facebook Like Box widget if you have a Facebook Fan Page.
