This is a common oversight with many self-hosted bloggers - they forget to put in email and/or RSS subscription functionality into their blog!

For the free-of-charge blogs on WordPress.com, you're already set - you know what to do already.

For the self-hosted sites using WordPress.org software, there is nothing you can do - other than send an email to your friend/blogger that he/she has forgotten to put in a subscription form somewhere!

Hope this helps.
