I just set this theme up on my test blog and went here > Appearance > Header
Under Header Text I selected
Text Color #d11919
and clicked "saved changes" and it worked for me.

Under appearance>header I click my new choice. In the preview it shows the changed color, but when I click save and add changes it remains blue on the live page.
