You are not reading that correctly. If you have a free hosted WordPress.com blog and you wish to move your content into a WordPress.org install, then you can either do the move yourself or you can purchase a guided transfer and have Staff move the content into a WordPress.org install. http://en.support.wordpress.com/guided-transfer/

Can I get help in switching from frontpage to wordpress?
I saw that you can "upgrade" or purchase for $129 to have a current website moved into wordpress. Am I viewing that correctly? My website is all in Microsoft Frontpage and I want to stop using Frontpage and only use WordPress to edit my website. I am in no way technologically inclined...
