Why is automattic.com/jobs able to insert there code into my site?

Is this inserted into every free wp site? I certainly don't have it on any of my paid domains.

No blogger initiated advertising is allowed on free hosted WordPress.com blogs and there is no upgrade you can purchase that changes that. Please read this http://en.support.wordpress.com/advertising/ You will need to hire a web host and set up your own self hosted WordPress.org install if you want to run your own ads on a blog, as doing that here at WordPress.com will result in your blog being suspended.
