			<description><![CDATA[<p>I'm guessing you mean the header image within a theme?  Some of the themes allow this.  It's up to the Theme designer to add that feature into their design for it to be there.  Since the plug in that allows this is fairly new, I would think that theme designers would start adapting to this new method in time.
