Realizing that I was going nowhere with WeaverII, I changed themes. I was able to place a navigation menu under the header picture! But now I am facing the issue of not being able to link the menu tabs with any information. Viewers will have to use the sidebar Pages to view info. How to I get the navigation menu to link with the sidebar pages? Plus, I have Pages showing twice on the sidebar. I had no idea that WordPress would be more like a blog than a website. I already paid for the host/domain and really like the plugin options, so I am committed!

I am using Theme Weaver II

We don't have that theme here at WordPress.com. I'm sorry but we cannot help you here at WordPress.com with any sites not being hosted by WordPress.COM. This is the correct forum for your software http://wordpress.ORG/support/ If you have not registered a WordPress.org username account yet you can do so on the top right hand corner of the page I just linked to so you can post to those support forums.
