It is rather the number of users; the number of translated strings fluctuates too much.

For example, Russian has about the same number of translated strings as German, and significantly more than Turkish, yet it is not in the “main” languages list while German and Turkish are. Or is it not the number of translated strings but rather the number of users in that particular language? I would love to see Russian as one of the main options – and I think having it readily available on the list of languages might help increase the number of users, too!
