You are in the wrong forum and need to head over to http://wordpress.ORG/support/ as that is where self-hosted wordpress blogs using the software from wordpress.ORG are supported.

when my WP theme seems not to have that option?

My WP theme that I am using is called Connections Reloaded. Connections Reloaded 3.1 by Ajay D'Souza
It doesn't have "blog image" in the general/settings

Any suggestions on how I can get a blavatar (avatar) to be linked to my website name?

When I look at the address bar of my browser Word Press has the little image. That is what I am trying to do.
