OK, I did that – dragging and dropping in the widgets page. Dragged them out, dragged them back in again to a different spot. It's not obvious; you might add something to the instructions.

What you see is a default sidebar display that does not have real widgets in it. When you go here > Appearance > Widgets and place only the widgets you want to appear in the sidebar you override that default display. There are no folders. You simply drop and drag each widget you want to use into the sidebar, click it to open it, configure it if requiired, click "save" and click "close".

This link doesn't help. There are several widgets already displayed in the sidebar; I guess they were placed automatically. I don't want to remove them, I just want the blogroll to appear in a different spot, higher up. In other words, how do I move widgets around when they're already there? Do I have to remove them and then replace them in a different order?

All widgets are accessed here > Apperance > Widgets
When you move widgets for the first time be sure to include all the wigets you want to be displayed and not only the Links (Blogroll) widget.
