As a WordPress.org blogger you can backup the database as well, meaning that you can backup everything.
It depends on what your web designer intends to do, so read this http://support.wordpress.com/com-vs-org/.
If you are planning on moving to a self hosted blog, then you can install several plugins to backup everything.

I have no idea how to do that so she can work her magic. I read the info in Moving a Blog, but again, I'm not tech savy enough to understand if that's what she needs me to do. Don't laugh, this is why I hire tech people, ;-).
