The instructions here will walk you through the steps of adding a custom menu widget:

Before you can really use the widget, you'll first need to create a custom menu:

Once you've created and saved a custom menu, you can return to the Widgets page, and assign that custom menu to your custom menu widget.

I don't know where to put that.

Also--how do I add tabs across the top (the navigation bar). I thought maybe it would be easier if I just added a navigation tab called "In the News" and put the links under it? What do you think? But I need detailed instructions.

I'm happy to change themes, but I'm a novice at this. Could you please recommend a theme that would easily transfer my existing site so I don't have to do reformatting?

I recommend adding Custom Links to your Menu: http://en.support.wordpress.com/menus/

Then, these could either be in your navigation menu up top, or you could use them in a Custom Menu Widget instead: http://en.support.wordpress.com/widgets/custom-menu-widget/

As for help, we do have a directory of trusted folks for hire at http://directory.codepoet.com/ but I really recommend trying it yourself, it's really the best way to learn.
