You can actually change that, to avoid having to scroll right. When you are editing a post, in the upper right-hand corner there is a Screen Options button. If you click on that, a little options menu drops down. Look for the option for Number of Columns and pick 1.

That way, all of the boxes will line up in one column so you only have to scroll down to find them. I hope that helps!

I use larger text than the people who design these pages, so the blue button was off-screen. I am accustomed to having to scroll down to find buttons, but did not realize I might also have to scroll right.

Clicking that button should publish the draft blog post.
