That's a feature of self-hosted blogs through WordPress.org.

Now I'm reading how to install my theme from http://themes.two2twelve.com and it says' " WordPress Upload: Navigate to Appearance > Themes > Install Themes > Upload. Click browse, select the zipped theme folder (limon.zip) and click “Install Now"

BUT when I'm in wordpress in the themes section I can't find the area to"install a theme" do I need a different type of wordpress account?
