The key would be finding a theme that has the basic structure you want, and I don't see anything too much out of the ordinary about that site. It is mostly well done graphics.

Like this site, I want anyone to be able to submit a post - and for these posts to then be moderates and organized by admin into different categories. Is this possible using WordPress? Are there any templates you know of that would best support this format? Any tips would be great and much appreciated!
