That tells your visitors which code they can use in comments to make lettering bold or italics or in quotes, etc.

I suggest you work step by step through the learn WordPress.com tutorial which was prepared by Staff for new bloggers. It's also linked to on the bottom of your Admin page.

Clicking Edit under the name of a post will take you to the dashboard editor, where you can make changes. To delete a post, click Trash.
