For the record we Volunteers cannot see into private blogs if that's what is provoking you refusal to post the link to the blog in question.

This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

We can also override the default settings and enable or disable future comments on any post or page.

Note: By default, new blogs on WordPress.com will have the Discussion hidden. You can reveal it by clicking on Screen Options http://en.support.wordpress.com/screen-options/ on the top right corner of your Admin page, and checking the box that says Discussion so the module is included. http://en.support.wordpress.com/modules/#list-of-modules

On the bottom of your Admin page you will find a link to the Learn WordPress.com blogging Tutorial prepared by Staff. http://learn.wordpress.com/

Now, how do I set it up so no one can post comments. I just want an informational site not cluttered with comments on my page.

I cannot speak to Manifest, but for most of the ones I have seen you go to Dashboard, Settings, General and there you can set your title and tagline.

We cannot edit either templates or themes on free hosted WordPress.com blogs. We require the URL of the exact blog in question so we can verify if you are really referring to a free hosted WordPress.com blog with our version of the Manifest theme, or if you are like the 30% of those who post here who have WordPress.org installs and have a different version of the theme by the same name.

Don't refer to that blog since it is another blog. But I don't understand your reply. In general, how does anyone with Manifest template edit the site title? Or how do I change the template? I wonder if I change the template if it will let me rewrite the site title?

I selected the Manifest template, which shows a site title and a tag describing what the site is about. Because I did not add spaces between the words of the title and I did not capitalize the first letters of the words describing what the site is about, I need to edit it. But I only see options to edit posts, not the site title and "about" tag.
