It's clearly a design flaw. It's not stated anywhere that inviting people as a viewer creates a situation in which their status cannot every be elevated. And if the website owner is not extra careful when s/he invites people, it's a royal pain to do it over. I've had to physically visit with each one of my invitees because the signup process is so confusing, with them getting drawn sideways into WordPress products. I guess that's one of the tradeoffs of working with WordPress.com, which I love immensely just the same.
