Without knowing the code you're trying to add in, we can't say for sure but considering that most tagboards are either javascript or iframed based, it's probably not going to work. Please also note that can't add in html code into the css editor and can be taken as you trying to hack around the safe guards in place.

Security takes a high priority here at wordpress.com, more so than other places. iframes and javascripts are removed from all user input due to the security concerns that are caused by them.
