What you are describing only appears on WordPress.ORG installs and not on free hosted WordPress.COM blogs like the 9one linked to your username. Please read what Staff said. We cannot upload themes into free hosted WordPress.com blogs. There is no FTP access to WordPress.com blogs.

WordPress.org, which is the downloadable, open source version of the software that you can install on your own web hosting account is what you need if you want the ability to install new themes to a WordPress blog. Support for WordPress.org is done through volunteer forums at http://wordpress.org/support/
