Once you added a category, it will be returning in your next messages as a selection option, it will also show in the category widget on your blog.

Is there a master list of categories or tags (like the W3.org list of entities) or do you just invent categories and tags as you go?

As you publish posts they are automatically included in the right places so you have no work to do.
