Here's how to set it up on your own blog:

1. Setup a static front page:

2. Go to Pages, open the page you set as the front page for editing, and set it to use the "Front Page Template":

3. Go to Appearance → Widgets, and add widgets to the "First Front Page Widget Area" and "Second Front Page Widget Area" areas on the right.
