Timethief, I would suggest taking a look at the websites the poster mentions. Then you would see what he or she is talking about.

Only thing I can think of is creating the bars manually with an image editor and adding them directly into a text widget.

What is a status bar?
How does it function?
What information does it provide you and your readers?
I could be wrong but without that information I don't think anyone could answer your question.

Um, darn. I've asked a similar question before, because now I remember the answer.

Is there a way to create a status bar such as the one I had on blogger without using javascript and css? (Or is this something I could add back if I paid to upgrade?)

CSS style and Javascripts are stripped for security reasons. This is covered in the FAQ at the head of these forums. Please note that Blogger has a history of being hacked due to their allowance of having their users being able to input their own javascripts and css style. You'll note that it was removed from your post up above as well.

I was given code for my sidebar when I was on blogger that worked there, but I just copied it to my sidebar here and parts are missing. I don't know how to fix it, so am hoping somebody here can help!

First, so you can see what it's supposed to look like, it's the "current script status" in the sidebar on the right:
