Adding a link to another site is not a violation of the TOS. I think 1tess was just wondering about your team's reasoning behind needing a link like that and what type of link it is.

Headers and titles on wp.com are designed to link to the home page of a blog. Why do you see a need to direct your readers in such a way to another site?
