TPTB have been mucking about with the account recovery thing for a while. First they had social media options on our profile pages and apparently it transmuted into an SMS recovery option (for a limited number of countries, so far) under Settings on our WPcom "homepage".

All that means is that you currently do not have the option of account recovery by having WordPress.com send you an SMS to your mobile phone.
