			<description><![CDATA[<p>Let's be clear about this please. A blog is not a public noticeboard, a forum  or a wiki.  Visitors cannot do anything at all on the blog except comment.  At this point only those you as the owner and Admin of the blog can create categories. You do have the ability to choose to invite others to become blog contributors and assign user roles to them.<br />
