Currently you can only geotag Posts on WordPress.com, not individual images/media, and the data is not easily visible to your users.

Is it possible you saw a self-hosted WordPress site with this functionality? Or that someone was using an embedded Google Map? If you can find the user's site, we can probably tell you how they did it.

I remember seeing this once operational on a previous wordpress.com blog but am unable to remember it's link or theme.

The map displayed in the image carousel slideshow view.
