I followed all the above tips and even used ccleaner (which messed up my multi-file uploader- but that's another story). and still kept on getting the IO error.

I thought it might be one of my plugins so I deactivated all of them and it worked; no IO error. I reactivated each one by one uploading a photo after each activation until I found the culprit. Sometimes plugin updates mess things up.

It was WP smush.it BTW

1) Clear your browser cache and cookies;
2) log off from your machine and switch it off;
3) Re-start your machine;

You need to switch the machine off because by re-starting PCs don't off load everything and I have tested this many times over the past two weeks.
