How can I restore this without having to set it all back up again and have to pay for the theme again?

If you purchased a premium theme here at WordPress.COM then contact the theme designer linked to in the footer of the theme and ask if there is a WordPress.ORG version of the theme you can obtain.

Note: Premium Themes are customized for WordPress.com usage only, and cannot be transferred to self-hosted WordPress.org sites.
