Have you asked the web master there if they have blocked WordPress.com?

I too seem to have the same problem. Same place, same IP. Can you please confirm if the IP 14.139.160.4 is blocked by wordpress.com blog servers?

I am student in India. Since last week, me and my friends have been unable to access any WordPress blogs (including our personal dashboards) from our institute network. The IP address of our network is 14.139.160.4. We are able to access these blogs from computers outside this network.
Please help us with this problem.
