You either request a refund for it and use one of the over 200 themes found here > http://theme.wordpress.com/ on your free hosted WordPress.com blog.

Sure. You're looking for something that does not exist. You cannot 'install' themes purchased somewhere else. You can only select (or manage) the 200 or so themes in the library.

There is no FTP access to free hosted WordPress.COM blogs and we cannot install plugins, upload third-party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.
