Says that you can't upload themes.. is this something new? Why isit that I just bought a theme for WordPress if WordPress doesn't allow custom themes?

Most of the info regarding this matter seems out dated, as well as the instructions that came with the theme (admin page ->appearance->add new themes, when there is actually no option for installing a theme in the appearance tab.) Help is appreciated!
