Turns out the "Discussion" module check box was not selected in the settings when using "Edit Page"

Discussion settings is where you set up defaults for comments.

We can also override the default settings and enable or disable future comments on any individual post or page.

Note: By default, new blogs on WordPress.com will have the Discussion hidden. I don't really want anyone to comment on my about page.

In other words I want comments open on the home page for all my posts but not on the About page or some of my other pages.
