WordPress.COM and wordpress.ORG are both part of Automattic, which owns several other ventures as well.

Close, but not quite.

WordPress.org and the WordPress software is run by a bunch of people, some of which are indeed Automattic employees, but not all of them.

Automattic grew out of the WordPress software. Matt, the founder of the the WordPress software, started Automattic, a commercial venture which runs WordPress.com which uses the WordPress software.

While they are tied in many ways, they are separate entities (one commercial, one non-profit).

This stickied thread will also clear up any confusion:

WordPress.com is a commercial enterprise owned by Automattic, a company started by the founding developer of WordPress and staffed by full-time developers, designers and support agents. It runs a multi-user version of WordPress called WordPress MU. WPMU is also free, open-source software. Developments sponsored by Automattic are regularly contributed back into WordPress.org so the community can benefit.

The plugins there typically very safe to use, but as with anything, there is always the chance of the plugin having issues.

If your blog is here at wordpress.COM, we cannot use plugins and there is quite a difference in what can be done here at the wordpress.COM free hosting service, and what can be done with self-hosted blogs using the software from wordpress.ORG. See these documents for more information:
