The above will honor whatever you type into the site title field at settings > general.

It can only be changed by purchasing the Custom Design upgrade and knowing the CSS language.

Glatah's solution only works if you are using a theme that does not change the case of your title automatically.

After saving your changes the blog title should be displayed in small letters.
