There is no FTP access to free hosted WordPress.COM blogs and we cannot install plugins, upload third-party themes or edit templates or themes. Those found on the internet are for WordPress.ORG installs which run on different software.

There is no upgrade that you can purchase from WordPress.com that provides FTP access,the ability to install plugins, and access to the php underlying our blogs to templates or themes on free hosted WordPress.com blogs.

For example, user can choose A, B or C city, and depending from their location my websites shows different content to them. I can't jump make 10 WP websites because they all need to have same plugins (for seo and ads).
