And your admin bar will let you choose from a drop-down menu which blog to go to when you click My Dashboard and which one to write a post in when you click Write Post.

On blog A, with Admin accoun A, make Admin account B an administrator. Then Admin Account B can administer both blogs. You'll need staff intervention to delete Admin Account A, but it's not necessary; just don't sign in as A anymore.

I have two separate wordpress.com accounts. With one account I have my blog http://zatun.wordpress.com and with another account I have my blog http://zatungames.wordperss.com . Is it possible to combine these 2 accounts into one.

I am the author and the administrator of both these accounts.
