If that's not what you mean and you just want to move it up without interfering with the space that is for the WordPress.com advertising at the end of blog posts just above the comments, then another Volunteer or Staff will eventually chime in and help you.

Unfortunately it appears to be like that even before customization and nothing I tried so far including reducing the width of the comments section appears to move said comments section up further. I was wondering if anyone had any clue how to move the comments section immediately below the post?
