CSS is theme specific editing that can be used to change the appearnce of any WordPress.com theme found here > Appearance > Themes but it cannot be used to change the way the theme functions.

They don' appear on my page.
Can someone please tell me how can I make them appear ?
does this has something to do with the theme?
I don't have an upgrade, do you think that's the problem?
What is CSS?
