Setting a sticky post is not theme dependent. Please look at the illustrated support document thesacredpath posted the link to and read what's there. Go to the Publish module and you can mark a post as sticky by checking the option that says “Stick this post to the front page” then click "publish" if it's a new post, or if you are editing and existing post then click "Update post".

I have a question about sticky notes. http://pprnnews.wordpress.com
I want to have a sticky on the front page that tells when the podcasts air, and where to download the past shows.
Is this possible?

There is supposed to be a lengthy post on the first page regarding an intro to the site and it wont show up or replace the old one.

When you keep creating sticky posts they do not automatically "replace" the ones that went before. You must edit the posts the went beforeand remove the sticky designation.

Also if you wish to have a static front page then there is another approach that you can use. Do note that returning visitors aren't keen on having to click through a page with the same blah, blah, blah when they arrive to read your fresh content. Sticky posts and static front page tend to be traffic killers.

Create two static pages. One will be your blah, blah, blah landing page which will become your front page. The other will be a page for your posts to appear on. After you have created them you can reassign them on this page > Settings > Reading
Reading Settings

Front page displays
__Your latest posts

A static page (select below)
Front page:__
Posts page: __

Lastly, note the reason your front page is displaying a 404 (page not found) is because you deleted the Hello World post. That will disappear as soon as you publish a post, not a page.

Please provide an active link starting with http:// to the blog in question so we can see which theme you are using and what you have done with your blog. Generally speaking, sticky posts are meant to be one in number, brief in length, and temporarily designated and displayed as "sticky" on your front page. If you are sticking a bunch of posts to your front page then you are way of track and creating a whack of sticky posts always results in an editing nightmare.

Hi-
I have tried and tried to figure out why the new sticky will not show up. I have checked the privacy, made it public, etc. There is supposed to be a lengthy post on the first page regarding an intro to the site and it wont show up or replace the old one. any ideas?

thanks so much!
