I have created a form for readers to sign-up for a newsletters as I have read in some places that subscribing to a blog doesn't mean you want them emailing you, is that correct?

Yes. We subscribe to receive only posts by email and our email addresses are not meant to be used for any other purpose.

WordPress.com does not supply a newsletter feature but there is a workaround you can use > WordPress.com Newsletter Subscriptions
