Discussion settings is where you set up defaults for comments.

We can also override the default settings and enable or disable future comments on any individual post or page.

Note: By default, new blogs on WordPress.com will have the Discussion hidden. We followed online instructions for making sure the proper settings were enabled under Discussion, as well as, showing the Discussion module in the admin side. However, none of these have fixed the problem.

If someone has a suggestion, please let me know.
