			<description><![CDATA[<p>If you have CSS editing experience, you can get the CSS upgrade, which will allow you to stylize the themes here, but it does not allow you to change the functionality. CSS is also themes specific so you cannot use the CSS from one theme with another theme. Before buying the upgrade, you can go to appearance &#62; edit CSS and wordpress has provided a preview function where you can try out changes before you buy the upgrade.</p>

<p>If you want to use themes you find out on the internet, then you will have to self-host a blog using the software from wordpress.ORG and install it on a third-party hosting service such as godaddy, bluehost, etc.</p>
<p>Do note that self-hosting comes with a lot more responsibility. You will have to do all installations and configuration, you will have to do all upgrades and backups, and you will be responsible for all troubleshooting. If something goes wrong, you will have to figure it out and fix it.

			<description><![CDATA[<p>I am in no way tech savvy, but there is definitely something funny here.<br />
In the appearance &#62;theme section, I have "Manage Themes" but no "Install Themes" tab. I have tried uninstalling and reinstalling WordPress, I have been through tech support with my hosting site, I have scoured the instructions for installing my custom theme--everyone I talk to is baffled by the absence of this tab in my WordPress. Please help, I am so frustrated.<br />
This is not an issue with plugins or with my custom theme, because neither have been installed. I am just starting and the tab does not exist.
