I wanted to add a background image in the red area of my website, but when I do it scrolls with the page.

To make a background image fixed instead of scrolling, use the background-attachment property:

At first I thought you were posting in the wrong forum because no Admin Toolbar appears at the top of your site when I'm logged in.

Even though you have the Custom Design upgrade, Staff have specifically requested that neither the footer or the Admin bar be removed from any WordPress.com site. Please see: http://en.support.wordpress.com/custom-design/#frequently-asked-questions specifically "May I remove credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?"

As far as your CSS question: hopefully someone with CSS knowledge will be along shortly to assist you.

I wanted to add a background image in the red area of my website, but when I do it scrolls with the page. I tried all the tricks in the book with no luck. Anyone has any suggestions? Original theme is Selecta: By Obox Design but I customized it a great deal.
