This prevents the scenario of someone impersonating the blogger who originally had the deleted URL after they deleted it.

Confirm by reading http://en.support.wordpress.com/delete-site/ and
http://en.support.wordpress.com/recycling-blog-names/

You can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

I am trying to obtain a new site URL but WordPress is telling me it's already in use.

I go to the URL and it says "codyproffitt.wordpress.com is no longer available.
The authors have deleted this blog."

Is there anyway I can take control of this URL since it was deleted?
