When I go to general settings and enter in my site title and tagline, neither appear after I save the changes. It still says Bueno. I have tried several times.

Provided you are logged in under the username account that registered the blog and is the Admin of the blog then Site titles (Blog Names) and Taglines located here > Settings > General can easily be changed at any time.

When it comes to changing the URL or blog address, provided you are logged in under the username account that registered the blog and is the Admin of the blog then see here and read everything very carefully at least twice before doing anything > changing a blog address > http://en.support.wordpress.com/changing-blog-address/
