Is there any way you can open up your blog to everyone so anyone can post and upload their own photos?

No way at all here

You might be better off linking to a Forum - they are usually designed to anyone (or approved accounts) to upload stuff - a person needs to be an Author on a blog here to upload and each Author needs to be invited
