Is that even possible with wordpress.com or would I have to have wordpress.org?

I really want a header with an opt-in so visitors can fill in their email address so I can build my list.  For example:  "Fill in your email address and get a free dvd"? </p>
<p>If not now, are there any plans to have headers like this in the future? </p>
