			<description><![CDATA[<p>I'm trying to create a child theme using Oxygen.  When I create the files and refresh my web page, the navigation header bar underneath the header completely disappears.  If I return to the parent theme, it's back.  But, the css and rtl files are essentially empty other than the import function.  Does anyone know what might be causing this?</p>
<p>Note:  please respond using layman's terms.  I'm not an experienced coder.
