Post Formats are specific to the theme; some themes make use of them, some don't. You can read more about Post Formats (and which themes support which ones) here.

Oxygen does not support any Post Formats, which is why you don't see options for them when you create/edit a post.

Every now and then they refer to something called "Post Format", they even have screenshots of this, but this option doesn't exist. It is nowhere.

Am I crazy or are WP just plain incompetent?

WHERE do I get to pick post format?
